The Administration Service Bureau shall be responsible for all the relevant review and approval procedures and charging matters. The bureau shall adopt the “One Window” system and offer quality services to investors. For business with simple procedures, the bureau shall complete the procedure promptly or within one day. For business with complicated procedures and can not be completed within one day, or need the relevant authorities to review or inspect on site, the bureau shall coordinate the whole procedure and assign the relevant administrative departments to fulfill within certain period and report to the bureau. For business which shall be subject to review and approval by 2 or over 2 authorities, the bureau shall coordinate the whole procedure and assign the relevant administrative departments to fulfill within certain period and report to the bureau. For business which shall be subject to review and approval by the authorities of Yantai Municipal Government or even higher authorities, the bureau shall coordinate the whole procedure and assign the relevant administrative departments to contact the higher authorities within certain period and report to the bureau after completion of the procedures. For project without enough supporting documents, or project deemed to be not in conformity with the relevant policies of the State, Province or Municipal Government or the overall development planning of Haiyang City, or project deemed not to be qualified for approval after on-site investigation, the bureau shall be responsible for explanation on the reasons to the investors. For project without enough supporting documents or any supporting documents of which lacking of enough contents and need supplement or amendment, the bureau shall notify the investors on the documents or contents to be replenished or modified.
