Haiyang Economic Development Zone is located between the city proper and Fengcheng Tourism Resort, with a planning area of 15 square kilometers. The EDZ enjoys perfect infrastructures and facilities such as the water supply, drainage, road, power, communication, cable TV and leveled-up land. 　

Haiyang Economic Development Zone has been classified as a provincial EDZ.

Infrastructure
(i) Water supply: The daily water supply capacity is up to 30,000 cubic meters. The water will be supplied by pipeline underground and the water quality is up to the national standard.
(ii) Power supply: Within the zone, there is a substation of 110 KV, with a daily power supply capacity of 20,000 KVA.
(iii) Communication: So far such telecommunication services are available such as the data microwave, cable communication, radio paging, DDN digital communication network, ATM, ISDN as well as Internet service.
(iv) Drainage: The daily wastewater treatment capacity is up to 30,000 cubic meters, and in compliance with the national standard of GB8979-96. No charge shall be levied for waster water drainage.
(v) Road: The roads in the EDZ is up to the standard of First Class Road.
(vi) Land: All the land has been leveled up.

Land Price
The wrapped price of land in the EDZ is RMB 27,000 yuan per mu. The utilization period for industrial purpose is 50 years, 40 years for commercial purpose and 70 years for residence.

Construction Fee
The total construction fee is RMB 30 yuan per square meter.

Water Supply Rate
(i) Industry water: RMB 1.8 yuan per cubic meter
(ii) Life water: RMB 1 yuan per cubic meter
(iii) Water resources fee: RMB 0.1 yuan per cubic meter

Power Supply Rate
(i) Installation fee: The expenses for power supply circuit linked to the enterprise shall be born by the EDZ, while the transformer, the subordinate materials and the corresponding installation expenses shall be born by the enterprise.
(ii) Power for resident’s daily use: RMB 0.432 yuan per KWH
(iii) Power for other use: RMB 0.65 yuan per KWH
(iv) Large industrial power: RMB 0.26 yuan per KWH
(v) Non or ordinary industrial power: RMB 0.5878 yuan per KWH
(vi) Voltage allowance: free.

Communication Rate
(i) Monthly rental on home telephone: RMB 18 yuan per month
(ii) Monthly rental on office telephone: RMB 35 yuan per month
(iii)Installation materials costs: RMB 180 yuan per telephone

Transportation Rate for Export Cargo (Land transportation fee of containers)
(i) Container of 20#: RMB 800 yuan to Qingdao Port and RMB 660 yuan to Yantai Port
(ii) Container of 40#: RMB 1,100 yuan to Qingdao Port and RMB 900 yuan to Yantai Port

Social Insurance Fee
No administration fee shall be charge to personnel coming from the other places. Employment Certificate Fee for such personnel is RMB 15 yuan per person per annum.

Salary
(i) Salary for ordinary worker: RMB 400-500 yuan per month;
(ii) Salary for technical worker: RMB 600-800 yuan per month;
(iii) Salary for ordinary staff member: RMB 600-800 yuan per month.
