Science and Technology:
Haiyang attains 29 scientific and technological achievements, among which 2 get provincial and ministerial reward and 4 get the rewards of the city. Up to 10 patents are applied for and 12 patents are implemented.

Education:
2100 students pass the entrance exam to universities and colleges. The 34 middle schools have 52,000 enrolled students; the 131 primary schools have 37,000 students; the 5 vocational schools have 5,000 enrolled students.

Culture, broadcast and TV:
Haiyang boasts one artistic performance group, one library, one museum, one TV station and three transmitters. The coverage of TV is up to 98%.

Hygiene:
By the end of 2002, the various health agencies had 1141 beds and 1366 health technicians. The health stations and individual clinics in the countryside numbered 731, with a staff of 850 persons.
